These Enemies are made by and belongs to 
Mettaurs and time bombs made by Capcom but these are edited by me.
I dont own Megaman or Capcom.
Hello these are enemies that I think will be included in my Megaman fan game
And I think I have a name for the game as well ^^
Megaman Maximum or something like that >w<
Will be updated when I make more enemies.
In this update the enemy with a fan on its head and the rotating green enemy has been added.
If your making a game yourself then you can use these enemies as long as you give me credit for making them ^^

Apparently according to this spritesheet, being dizzy amounts to having a bonkers face with eyes that bob up and down.
